- In a large mixing bowl, whisk together the powdered milk and 3 cups of cold water until completely smooth.
- Add the sweetened condensed milk, vanilla, and a pinch of salt if using.
- Whisk until everything is fully combined.
Step 2: Prepare the Cornstarch
- In a small bowl, combine the cornstarch with ¼ cup cold water.
- Stir until the cornstarch is completely dissolved and no lumps remain.
Step 3: Cook the Mixture
- Pour the milk mixture into a saucepan over medium heat.
- Slowly stir in the dissolved cornstarch.
- Cook while whisking constantly for 8–10 minutes, until the mixture thickens slightly and coats the back of a spoon.
- Do not allow it to boil vigorously.
Step 4: Cool the Mixture
- Remove the saucepan from the heat.
- Transfer the mixture to a clean bowl.
- Let it cool to room temperature.
- Cover with plastic wrap, pressing it directly onto the surface to prevent a skin from forming.
- Refrigerate for 1–2 hours until completely chilled.
